I don't think it's a matter of the firms finding the CC companies won't
accept the foreign CC.  I think it's more and more firms are discovering
the higher fees associated with such transactions and deciding not to
deal with it at all (or using that as an excuse to not ship
internationally, which can be a pain to deal with).
