If he is talking about a radio controlled boat rudder, the output of the
RC radio is a PWM or at least pulse width coded signal that is meant for
an RC servo.  If he is a PIC type of guy he may well want to use a PIC
to combine this PWM input with his position feedback in a software PID
control loop driving a PWM H bridge output.  For a model boat it sounds
doable.
