If all you're looking for is a simple on/off based on /any/ ir remote control signal, I'd look at an integrated IR receiver (40kHz), and a one or two second one shot circuit (such as a 555) going into a flip flop. The IR thingy will cost a buck or two, but the other chips can be had for a buck total. To make it simple, shell out 3 bucks for a solid state relay. Or go even simpler and use a 12c508 to replace the one shot and the flip flop.
