I tried printing in this way, the software does printout fine at any
giving layer, but if I take a dip component that should fit on the
board, the printout is too small, ie the chip pads printed are not the
right scale for the chips etc.

Steve, the printing in Eagle is somewhat WYSIWYG; it prints the layers
seeing on the screen at the time. Therefore, use the view - display/hide
layers to show only the layers you want printed on that particular
sheet. As
for the dimensioning, there is a scaling option that is available when
you
give the print option to gat it printed 1X, 2X and so on.
