Try doing a blank test first.  This will catch communication errors with
little chance of programming gobbledygook into your OTP parts.  It might
also catch parts that aren't really blank.

I'm assuming you've done the obvious, like set MPLAB for the right processor
and plugged the processor into the ZIF socket the right way.
