The 18 family still has PCLATH.  In fact PCLATU has been added to hold an
additional 5 bits.  However, the CALL and GOTO instructions contain the full
21 bit address, so paging is much less of an issue on the 18 family.  This
is probably not the cause of your problem unless you are doing a table index
(where PCLATH and PCLATU are still important).
