Your version of Eagle is fully capable except that the board size and the number of schematic pages is limited. Most board houses aren't going to want TIFF. It's probably a good idea to learn how to make Gerber artwork and Excellon drill files for the holes. These formats are as close as it gets to the "standard" for communicating info to a board house.
