The 'static' you are dealing with comes in thousands of volts! Your 12V isn't going to get noticed on you 'ammeter'. There is a high resistance built into your wristband, on the order of megaohms. That's for your protection, so you don't wind up "grounded" in case you accidentally contact the mains. But to 'static' it looks like a piece of wire.
