Yes. Two options

(1) build a separate oscillator circuit around the resonator/crystal
      and drive each PIC via Osc1

(2) put a resonator of higher frequency (eg x4) on one PIC and
     either use that PIC as a s/w divisor or use its Clkout pin (Osc2)
     if available
