Flashing LED means it's not 'connected' to the PC - A 'Reconnect' fixes this if everything else is okay. If the LED is flashing the the ICD is powered, which means if there is a problem it's PC side rather than PIC side if you get a comms failure. If doing a reconnect makes the LED go steady, the problem is PIC side. Is this a MChip ICD or a homebrew? (or to put it another way, has it every worked for you before?)
