XP should not be able to override the bios boot sequence. Go to win98se machine and create a bootable diskette. Make sure fdisk is on it. Try switching the drive cables to make the hard disk on the slave controller. Put the cd drive on the primary controller. You should be able to boot from the cd or floppy. If not, get another bootable hard drive and put it as the primary/master.
