Hi,

it's very unlikely to find double sided paper phenolyc PCB laminates are
they are almost not used.
paper phenolyc laminates doesn't plate through good, also the termal
coefficiant of the copper and paper is very different and the plating cracks
while soldering
the only use for such laminates would be to use the second side copper as
shielding or ground plane for some more sentivive consumer applications
