The cheapest and the absolutely the easiest PCB design software I have ever
used is at http://www.waldherr.com/

The download trial version is fully functional, bar saving, and its really
cheap if you want to go ahead. It will do Gerber exporting as well.

I have looked at hundreds of these cheaper PCB products, and many are just
too cumbersome for non-commercial users.
