programmed (presumably) not-copiable PIC ?

That's around NZ$110 - it would have me hesitating

Unless they could do you a quantity deal, making your own
from the public domain information might be more cost-
effective in the long run, particularly if you then start selling
on to other train groups. At least that way you might get
your own system for nothing
