Precisely. Any "wire" in a closed figure drawn on layer Dimension is taken as a board outline. This is important to the Autorouter, which looks for a closed figure on the dimension layer to route inside. The board can be any shape, including round. There is also a ULP (several of them actually) on the EALGE download site that will autodimension your board.
