Depends on the battery technology. For lead acid it's constant voltage with current limiting. For NiCad and NiMH technologies it's constant current. With all battery charging technologies the most important aspect is not to overcharge. So you'll find that much of the charger is dedicated to sensing and controlling the amount of charge.
