Have a look in the back of a copy of Practical Wireless, there's a company that advertises custom-cut xtals (well I assume they still do). Chances they'll have one ex-stock. IIRC the PAL burst is 4.43MHz so 13.875 isn't related to it, but it is a multiple (888)of the line rate. You might want to try your local TV repair shop or even the local refuse tip to see if one can be salvaged from a junk teletext TV.
