My ideas were:

1) you have two crystals 4MHz and 32KHz. First for measure-task, second for
counting the time in sleep mode with timer1 and wake-up from sleep. MCU runs
on 4MHz allways except in sleep.

2) principe is the same as in one, but you use internal RC for clock
generation, so no external components are needed. The speed control bit
changes the frequency into MCU to 4MHz in measure-task and before entering
sleep it slows down to 37kHz and reduces power consuption. This mode is
exactly what your application needs.
