Yep, you're right. It's not in the readme file for the latest mplab and picstart plus. You can get the programming specs from the site, and it shouldn't be too difficult to make a quick and dirty programmer using another pic with a UART. Wouldn't be able to get it to work from mplab, but I'm sure Microchip will have the picstart plus supporting this chip shortly...
