Uncompressed digital video is about 216 Mbps: 13.5 MHz sampling times 2 bytes (luma and chroma) per sample. If you need under 20 Mbps, the only real solution is an MPEG 2 Codec, which will be in a package with 240 or more pins, and will need external SDRAM and video encoder and decoder. One big problem with using MPEG 2 Codecs is that the vendors will NOT provide any technical data or sell you any chips unless they believe you will buy tens of thousands of them.
