On page 255 of the data sheet it lists the picstart plus as a programmer
that will work with it (the picstart works with any and all PIC chips).

Try upgrading mplab and/or your firmware.  There is usually a readme on
MPLAB and PS+ which tells you which chips were added for which
firware/software revisions, but I can't seem to locate mine right now.
