I interpret "ground it directly" as using a low-ohms device (switch) to connect MCLR to ground so as to reset the PIC. After the switch is released, MCLR goes back to being held high via a pull-up. I interpret "tied to ground" as a permanent ohmic connection, eg a wire link or PCB trace, that holds MCLR at 0V forever and ever amen (the opposite of the more usual "tying" MCLR to Vcc via a trace when no reset facility other than power-down-power-up is required).
