I'd suggest a 128 bit power SR (sink outputs) and 8 source drivers. The
exact driver chips depend on
the current levels, but this can be done with 16 chips (~16pin)  + 4 dual
P-channel MOSFETs.
The power supply will need to be able to supply several amperes.
