For low-ish current, a couple of 555s

Rectify the 12Vpp to DC, and use one 555 as a step-up
DC-DC convertor. Use the other as an oscillator running on
the high DC produced  by the first. Could do it with op-amps,
audio amp ICs or transistors, depends on current, frequency,
budget and how much fiddling about you want to do
