How can I do exactly N * 1ms delay on a PIC16F84 without the timer at
4MHz ?

I've tried some loops, but every way I thought about it, I couldn't get
anything less the N * 1ms + X us (X usually 4) (I include call and
return in the calculation)

 Anyideas on how to make a delay exactly N * 1ms call/return inclusive
at 4MHz without the timer?
