I am not a semiconductor fab engineer, one could answer you that question.
I suspect that certain process parameters change or are changed to fulfill
other parameters which are measured properly and that they expect the RC
clock accuracy to be sacrified in favor of other things (like Vil/Vih
threshholds or reset threshhold or other such things).
