Yes that is OK, and is probably essential as there is "stuff" going on inside the PIC (eeprom programming etc) that will still need a properly decoupled power supply. I think the issue is to do with capacitance on the pins used for ICSP (RB6,7) and the drive capability of the circuit driving them. I have RB6,7 of the target ZIP socket wired directly to pins on the 16F628 that does the ICSP in the programmer. I can program devices even with a LCD module wired to PORTB on the target, but not with a simple LED port monitoring device attached to PORTB.
