Your choice is 18cxxx or use 10 MHz crystal with PLL enabled more
instruction more power. By the way 18cxxx can't run 40 MHz on extended
temp range the limit is 25 MHz unless you have external 40 MHz clock. I
personally like 18cxxx better then any of 16.
