Sean, You forgot that when converting a decimal number to a percentage, you have to move the decimal two places to the right. That is 1% = 0.01, so your number of 0.00015etc actually equal .015%. To prove this to yourself, divide 99 by 100, and you'll get 0.99, which is 99%.
