I think you'll find that 99% (if not 100%) of the folks on this list would recommend the 16F628 to start with. I know it gets my vote. If you're put off by all the features and find it too confusing at first to disable all the unnecessary features, then get the tried and true 16F84. It's 18-pin, too, but doesn't have the A/D and some other features that the 16F628 has.
