I suspect the simulator is at fault because the barebones code works with the F84 simulator but not on the F628 with the added CCP module. All you can do with this is to disable it, which it should be by default. From the block diagram on page 38 of the data sheet it would appear that the using the CCP should not directly affect the use of RB3 as a normal input (output from CCP) as well, although the opposite may not be true.
