I spent alot of time trying to design a PIC based GPIB controller for projects. Trust me, it would be cheaper to buy a GPIB to digital I/O controller. I found one for around US$600 about 5 years ago from IO Tech. It has at least 40 digital I/O lines and is really easy to use in both Agilent VEE and LabVIEW. My application was also an ATE application. Had to drive some high power RF relays for switching the power. I just built another board that would do all the hard work that the IO Tech box couldn't do. The amount of time spent on trying to write the code and having to buy the IEE488.2 info will cost you more than buying an off the shelf system. Best of luck!!
