Hi Russell, you seem to describe the TI MSP 430 series, I personally recommend the MSP430F1101 (only unsure abt PWM), but bigger series will have this included. Dev kit is US$49, after some tweaking it works.....(that's TI for you!) I use this one and its bigger brother, MSP430F1121 in a project, and they WORK. TI had this as a big advertisement (banner-like) that 1K qty would be 0.99 $US, - so there you are. (Don't know if they upped them lately...)
