You want to use the PIC for Digital I/O and have it controlled by the GP-IB Bus? I once thought about doing that also, but I have decided it was more practical to use RS232 with a 16F877 which has 5 different I/O ports. GP-IB bus has 24 Pins, that may not leave you with much Digial I/O left. You might have better luck if you use an IEEE 488 interface chip like the TMS9914 which is now obsolete.
