I seem to recall that Philips have recently released their latest GSM
chip-set and have a complete reference design which I think includes all
hardware and firmware details.  We looked at an earlier Philips chipset
(which was similarly supported) a few years ago for a client project which
never went ahead, but it was my impression then that we could have pretty
much used the reference design with little further design effort.
