I for one would not wish to consider designing a GSM phone from scratch given that there are modules available for around GBP 100 each which implement most of the functions of a standard mobile and which can be controlled over a serial interface using an extended AT command set. For example, in the UK, check out: http://www.tdc.co.uk If, on the other hand, you need to do something which is not offered as standard, then I would suggest that you aim to use standard GSM chipsets as much as you can. However, you will be faced with great difficulties in development given the complexity of the GSM protocols and when you face the task of getting the equipment type approved.
