Unless you have a desire to learn about and use USB it's probably a lot easier to just buy a USB-RS232 converter. The overhead of learning USB is a lot. Plus you'd have to write a mini-driver to hook between the RS232 communications of your programming software and the USB port on the laptop. (It sounds like you want to use your shiny new laptop to program PIC's) That said, USB is pretty fun.
