Sounds like you've got the Outlook security patch installed. If you're connecting to an Exchange server using the workgroup method, then the Exchange admin can change the settings to allow exe's for you. If you're connecting via POP (with any server type, including Exchange) then there is no way to override the exe rejections. It also completely blocks other executable file types. The best thing to do is have the exe file sent to you wrapped up in a zip archive. Then I believe Outlook will let it through for.
