I'm sure no offense was meant. I saw an interview with a Brazilian
reporter (who happens to have the surname Brazil, perhaps you
know of him), who said that it was probably a robbery gone wrong,
committed in a region known for its lawlessness and poverty that
is a dangerous place to be. There are areas like that in any major
city, which I doubt anyone in that city would be able to deny
