Peter, If the TV you intend to use has a composite video input then you can directly use an on screen display board which will either generate its own video signal or overlay the text onto the video signal from a camera. If the TV does not have a composite video input then you will need a modulator to convert the composite video signal to an RF signal that can be connected to the TV's aerial socket.
