assuming all the systems are some kind of windows, you can set up
netmeeting to accept incoming calls (password protected). depending on your
betwork (this was supposed to be "network" but i thought i'd leave it,
makes sense, too... could also be "guesswork" or "hopework" :) setup, this
may be quite safe or not.

but you would run mplab on the remote machine. i don't know whether this is
what you want. if you want to run it on your local machine but from a
remote storage, you can share a drive/directory on that remote machine and
install it on your local machine, with a network installation path. there
are variations of this, depending on what exactly you want to do and what
your limitations are.
