Thanks to everyone for all of the responses. I haven't gotten around to trying any of the suggestions yet, my thesis is about to be due and my priorities have changed. I'll let you know when I do. My CDROM is in fact ATAPI compliant and I can boot cd's from it, the FreeBSD disks boot just fine. The win2k cd I have is definately not bootable, but its not an original either. My university bought into MS's mega-license for everyone policy so I have a copy that I got from higher up admins. I guess they didn't do it right.
