This is  STANDARD fault with the Picstart Plus,
or more specifically it's power supply brick.
It seems to happen more in 240vac countries. It
happened to mine and many others in the last
couple of years.

Replace the 3 small electros in the PSP power
brick, don't touch the PSP itself. Don't worry
that the symptoms don't seem to make sense,
just replace the 3 caps. The power brick makes
supply ripple that causes all sorts of weird
problems.
