I don't know what your cost requirements are, but DVT makes some "smart
cameras" that may be a good choice.

They incorporate a CCD sensor, microprocessor, RAM, and network
interface.  Some sort of serial control is available, and you may be able
to get images out of the serial port.  Not sure.

They are programmable to some degree, and you should be able to get it to
detect motion, and then pipe out frames at whatever rate you want.

That hurts.  I expect the image quality (or framerate) to suffer if all
