Have you considered the Fairchild ACE 1202

 8 or 14 pin package, on chip 4MHz oscillator (1uS instruction cycle), very
low power consumption.

Someone has actually implemented another micro webserver on one of these
tiny devices - sadly I cannot find any surviving links to the WebAce.
