My company sells a module like that, called a lamp commander. You are supposed to say "Lamp commander, lights on" and it turns on the lights. Comes in a box about as big as your fist, plugs into the socket. You can buy them in the US at various retail stores. I think it uses a Zilog Z-XXXX chip and one of those Sensory Systems voice recognition chips. We found that it is not very descriminating, you could say "Camp GerryMander Bites On" and the lights would still come on It also responded well to "Captain Kirk Lights One" and several other more humourous and scatological phrases which don't bear repeating.
