What kind of minimal hardware/free software(dos or windows) can i use to
program the pic 16f627 ?

Up to now i was using a Tait style programmer and the p16pro for dos
software, and was programming 16f84s. Is this hardware setup (Tait style for
the 16f84) compatible with the 16f627 ?
