Eh?  Cruise missiles aren't carpet bombing, they are very selective.  You'll
leave a whole lot of very frightened and angry people.  Hopefully real
carpet bombing will bomb them into the 4th world.  In this state there
should be no communication or organisation left on a large enough scale to
organise terrorism.
