For my part, I can see no other effective solution that carpet bombing.
What else can we do?  "Surgical strikes" are one solution ... remember
Kosovo?  Toppling governments and installing puppets is another
solution ... remember Muhammad Reza Pahlavi, Fulgencio Batista, and
Ngo Dinh Diem?

What other alternatives exist?
