Exactly the plot of "The Seige" (Bruce Willis, Denzel
Washington, 1998). Islamic fundamentalist terrorists,
bomb attacks in NYC. The review of this movie (it
played in NZ a few weeks ago) is rather telling. In part -

"the movie would like to examine serious issues around
Islamic fundamentalism and the racist backlash against
Arab-Americans, but it's got an audience to consider
you know"

By which the review refers to the gung-ho pyrotechnics,
Bruce Willis as the hard-ass hawk general and the feeling
of satisfaction as the Arab population of NYC is herded
into stadiums for internment and interrogation. "Executive
Decision" is yet another in the long line of Arab-as-bogey
man movies, this also played very recently in NZ
